What Is the SD Solar Equity Program?

SDSEP is a 10-year initiative funded by San Diego Gas & Electric (SDG&E) shareholder funds, allocating $1 million annually to assist income-qualified, single-family homeowners within the City of San Diego in offsetting the cost of solar panel installations. This program aims to cover up to 100% of the installation costs for systems up to 6.5 kilowatts at a rate of $4 per watt, making solar energy more accessible to those who have historically been unable to afford it. SDSEP funding is available on a first-come, first-served basis and is limited to around 30-35 homes per year.

Who Is Eligible for SDSEP?

The San Diego Solar Equity Program is designed to help income-qualified homeowners in the City of San Diego access solar energy at no cost. To qualify, applicants must meet specific income and property requirements outlined below.

Eligibility is based on household income as a percentage of the Area Median Income (AMI):

Property Eligibility

  • The home must be a single-family residence within the City of San Diego limits. This designation includes detached homes, duplexes, triplexes, quadplexes, and mobile homes.
  • The homeowner must own and reside in the property.
  • The home cannot already have a photovoltaic (solar) system installed.

Verification

Applicants must provide proof that their home falls within the City of San Diego boundaries as well as their income levels.

Free Consultation

To participate in SDSEP, you must contact an approved solar contractor like Sunwell Solar. During our initial consultation, we’ll determine if you are eligible for the program and discuss your system. We’ll also talk about other ways to make your home energy efficient.

Site Visit and Proposal

We visit your home to finalize the system design and provide a detailed proposal.

Contract

Once you sign the contract, we send your application and documents to the program for review. Once we know the funds have been reserved for your project. We’ll handle all the paperwork and permits to move the project forward.

Installation

Our licensed solar contractors install your system efficiently and professionally, ensuring you’re set for decades of clean energy. Once the project is approved for operation, our company is paid directly by SDSEP.

Common Questions About the San Diego Solar Equity Program

The SDSEP offers many benefits to qualified San Diego homeowners. However, you’re sure to have questions before moving forward. Here are a few we receive.

Homeowners who own and live in a single-family home within the City of San Diego and meet specific income requirements can qualify.

You can verify your household income with your previous year’s tax return (Form 1040), W2 forms, or 12 months of paystubs. SDSEP bases income from adjusted gross income (line 11 on Form 1040).

Proof of enrollment in other income-qualifying programs may be accepted in lieu of household income verification. Examples include:

  • California Alternate Rates for Energy (CARE) Program
  • Family Electric Rate Assistance (FERA) Program
  • Energy Savings Assistance (ESA) Program
  • Low-Income Home Energy Assistance Program (LIHEAP)
  • Department of Energy Weatherization Assistance Program (DOEWAP)
  • Housing Repair Loans and Grants Program

Yes. However, the contract only goes into effect if you are improved for the incentive. Our SDSEP contract clearly states “This agreement is conditional upon receiving the expected incentive reservation approval from the San Diego Solar Equity Program (“SDSEP”).

Once we submit the application, it typically takes about two weeks to receive the approval notice.

For qualifying homeowners, the SDSEP covers the full cost of installation, meaning there are no expenses for a 6.5 kW system. However, the program does not cover battery storage, and any additional upgrades beyond the covered amount would be the homeowner’s responsibility.

Sunwell Solar does NOT require a deposit. Some Solar Contractors may request an initial deposit from the Host Customer as part of the contract process to be returned when the incentive is disbursed. You are within your right to only contract with a solar contractor who does not require a deposit. If you do decide to contract with a Solar Contractor who requires a deposit, never pay more than 10% down or $1000–whichever is less.

The program covers up to $4 per watt for a system size of up to 6.5 kW, which should fully cover all installation costs. Additionally, eligible participants may receive up to $3,500 for electrical panel upgrades if needed. Homeowners are encouraged to get multiple quotes as some contractors may charge more than $4 per watt. If you are working with SDSEP you should not be paying anything for the installation.

No. Through the SDSEP, you will own the solar system outright from the date of interconnection.

No, but if you get a new roof, a system larger than the SDSEP incentive size, or add batteries to the system, the money you spend towards the project will be eligible for the credit.

No, battery storage is not included in the SDSEP. However, homeowners can install a battery separately if they choose to expand their system at their own cost. Also, homeowners can take advantage of program like the Self-Generation Incentive Program (SGIP) which offers rebates for batteries.

To apply, homeowners must reach out to an approved SDSEP solar contractor. This professional will help determine your eligibility, guide you through the paperwork, and design the proposed system.
